A single test that has not been updated for 20 years is now being replaced. From the 1st September, all new model cars will undergo tests that measure fuel consumption, carbon monoxide, nitrogen oxide, carbon dioxide and particulates. These are being rolled out following on from the VW Dieselgate scandal which came to light in 2015.

In last year’s Autumn Budget, it was announced that further changes would be made to first-year Vehicle Excise Duty for most diesel engine cars. These changes come into effect on vehicles registered from 1st April 2018. Vehicles registered before this date are unaffected. 

The changes bridge the gap between now and when all new cars must comply with Real Driving Emissions from September 2019. The new Real Driving Emission Standards will mean that in the future, all new cars will no longer be tested in laboratories but, in more realistic conditions to include additional vehicle payload, up-and-down hill driving and a mix of real-life motorway, rural and urban driving on roads.
